The prob lem w e study is ident ified firstly. Then the integer programm ing opt mi ization m odel o f the problem is constructed u sing eventbased m ethod. For the NPhardness of the prob lem , a spec ia l heuristic com posed of two nested smi u lated annea ling search ing loops is developed. F ina lly, an instance is solved and the influence o f the bank cred it lmi it on the schedu le and com pletion tmi e o f the project is analyzed. T he outcom e show s that w ith the increase o f the bank cred it lmi it, the availab le cap ita l for the contractor to schedu le the project increases, so that the project can be finished earlier. H ow ever, if the to tal am ount of the paym ents rem ains unchanged, the con tractor s profit w ill decrease w ith the advance of the project comp letion correspond ing ly.
