特大城市重点功能区体系构建和实施的思考 Reflection Large Cities Key Functional Areas of System Construction and Implementation 龙骅娟 LONG Huajuan 【摘要】各大城市法定规划逐步覆盖之后，城乡规划的重点逐渐由规划控制转变为规划 实施，亦是由被动简单的落实转变为主动统筹的实施。近年来，我国特大城市都不约而同的 采用了以重点功能区来统筹的规划实施方式，来提升城市的整体建设。本文将着重关注天津、 南京、武汉等几座城市重点功能区的打造，从实施建设的角度分析重点功能区的概念和作用， 剖析这些城市在重点功能区功能及空间选择、空间体系构建及规划编制、建设及实施策略等 方面的利弊，结合实际工作中存在的问题，思考重点功能区在空间体系构建、规划编制和规 划实施等方面的合理化建议。 【关键词】重点功能区，特大城市，体系构建，规划实施 ABSTRACT: After gradually cover the statutory planning major cities, urban planning is controlled by changing the focus of the planning for the gradual implementation plan is also simple to implement change from passive to active co-ordination of the implementation.
