However, a lot of elderly are left behind in rural areas , the problem of the elderly care is increasingly severe. As we all know, Social Security is a basic policy or economic system of the modern state. It is an important guarantee for national stability, and also an important scale of social civilization and progress. After the implementation of the new rural cooperative medical policy to alleviate the problems of rural health care, in order to satisfy farmers’ willingness and realize the goal of social security, the State Council decided in 2009 to carry out the new rural social pension insurance. The effect of the new rural social pension insurance is to be achieved through the broad participation of the rural residents. However, the new rural social pension insurance is a voluntary insurance to farmers based on their willingness to decide whether to participate in the new rural social pension insurance.
