In this paper, mainly through construction of the functions of city government model, association model, empowerment model, process model to describe the city governments view. Government restructuring process and the strategic steps, including the analysis of main strategic objectives, the analysis of existing business environment, definition and description of the business, the analysis of business relevance, the re-allocation of government powers, the city government process reengineering.
