中国通信标准化协会 在改革中发展 China Communications Standards Association Growing in the process of reform Baoxin Zhou Secretary-General China Communications Standards Association July 5, 2004 Main Content 中国通信标准化协会工作 Work of China Communications Standards Association (CCSA) 中国通信标准最新研究进展 Updated research activities on the communication standards in China 今后工作的考虑 Consideration for the future work Development of the Communication  Industry in China 自2003年11月第三届CJK会议闭幕以来，中国的通信又取得了长足发展。 Since the 3th CJK IT Standards Meeting in November, 2003, communication industry in China has acquired quite great achievements. 从2003年11月到2004年5月，中国固定电话用户增长了11.8%，达到2.9亿户，移动电话增长了14%，达到3亿户，互联网用户增长了6.4%,达到 5366.6万户。 During the period from November,2003 to May,2004, The number of fixed-line users had increased by 11.8%, and reached 290 million. The number of mobile users had increased by 14% ,and reached 300 million. That of Internet users had increased by 6.4% , and reached 53.66 million. Development of CCSA 发展壮大会员队伍； More members were absorbed. 成立咨询委员会； Advisory Committee was established 建立协会的各项规章制度； Several bylaws and regulations were established 信产部下达协会96项行标计划，颁布了66项行业标准； MII had assigned 96 communication industry standards to CCSA. 66 communication industry standards had been issued. 提交ITU文稿164篇，其他文稿70篇； 164 contributions had been submitted to ITU, and 70 to other Partnerships 开展了一系列国际交流活动； A series of international exchange activities had been launched. 启动了标准体系研究、IPR政策研究等。 Studies on standards system and IPR policy had been started. CCSA Members 到2004年5月31日，包括：中国电信、中国移动、中国网通、中国联通等大型通信运营企业，电信研究院、武汉院、设计院、北京邮电大学等在内的科研、设计、大学等，大唐、中兴、华为、中国普天等大型国内通信设备开发制造单位在内的会员160多个。 Up to May 31, 2004, CCSA has accepted over 160 members covering network operators such as China Telecom, China Mobile, China Netcom, China Unicom etc. and RD institutes, design institutes and university such as
