Urban Residents Mutual Pension Model ——Case of Xian City A Dissertation Submitted for the Degree of Master Candidate：Zhu He Supervisor：Prof. Bai Hua Chang’an University, Xi’an, China 摘 要 我国已经步入了老龄化社会，同时也面临着“未富先老” 的尴尬境地。因此，老龄化 所带来的养老问题是维系社会稳定和促进我国经济进一步发展所必须解决的问题。通过 对第六次人口普查的数据来看，西安市作为陕西省的省会城市，早在 2000 年就早于全 国平均水平提前步入老龄化社会，近十几年来更是急剧发展，社会养老的需求更是迅速 增长。 本文在通过对国内外相关文献的研究，充分了解了当前国内外对互助养老模式的发 展研究现状。并通过实地的问卷调查，具体就西安市社区老年人现状、老年人对互联网 的认识以及老年人对互助养老模式的认可程度三个方面对互助养老模式在西安市的可 行性进行了分析。最后通过对目前国内外对互助养老模式的探索，一方面，基于实体互 助养老提出了完善和改进的意见；另一方面，结合“互联网+” 的概念，提出基于“互联网 +互助养老” 的互助养老新模式，为我国互助养老探索一条新的发展思路。 本文认为，互助养老模式作为一种新型的养老模式，可以有效缓解我国当前阶段所 面临的人口老龄化与政府养老、家庭养老压力大的矛盾。在互助养老模式的实施上需要 包括政府、媒体、社区、志愿者等各个层次的支持。特别是结合了“互联网+” 的新兴网 络化思维，通过扁平化的管理体系，让有养老需求的适龄老人切身体会到“互联网+”互 助养老模式的优点，使互助养老模式成为一种集低成本、高效率、参与度高、覆盖面广 等特点的良性循环养老模式。 关键字：人口老龄化 ，互助养老 ，互联网+ I Abstract With the development of Chinese economic, the convert of national altitude as well as the impact of one-child policy, China, the most population in the world, has stepped into the aging society, confronted with the dilemma that citizens getting old before they got rich. Consequently, pension problem brought by aging society should be settled in time intent to maintain social stability and promote the further development of Chinese development. Via the data gathered from sixth nationwide census, Xi’an, the capital city of Shaanxi Province, has stepped into the aging society since year 2000, a time far more exceeds the average standard of the whole nation, while embracing rapid growth decent years, resulting to the expansion of requirements of social pension.
