澳门电子报关平台地优化管理研究.pdf

华 中 科 技 大 学 硕 士 学 位 论 文 摘 要 为协助澳门电子政务发展, 推行公共服务电子化及促进电子报关服务的发展，澳 门特别行政区政府于2004 年3 月全资收购澳门电贸股份有限公司作为电子报关服务 的提供者。目前，澳门电贸股份有限公司电子报关的平台正处于更新换代阶段。笔 者从事电子报关平台管理工作, 身体力行, 掌握数据，综合应用公共管理学、信息管 理与信息系统、计算器网络与应用、决策理论与方法与及电子商务等有关理论和技 术，首次为澳门电贸股份有限公司对现行的电子报关平台现状，需求进行深入分析， 对有关制约的排除和平台管理的优化进行研究。 本文首先论述了澳门出入口贸易的发展近况、澳门电子报关的发展过程、探析 澳门电子报关服务，并澳门及香港电子报关发展的比较分析，借鉴香港电子报关的 运作和平台管理，从中取长补短。在论述澳门特区电子报关平台的结构和维护时， 指出了澳门电子报关平台的运作流程及其制约。建议软、硬件两方面、网络，实时 决策手段及―结构管理‖对澳门电子报关平台来进行整体的优化管理，提升其效能， 务使为工商界提供更佳的、优质的、高效的电子报关服务，从而有助澳门特别行政 区电子政务的发展。 关键字：澳门 电子报关 平台管理 I 华 中 科 技 大 学 硕 士 学 位 论 文 Abstract With the objectives of the e-Government development, promoting the automation of Public service and e-Costom, From March of Year 2004, Transferência Electrónica de Dados - MACAU EDI VAN S.A. （TEDMEV ） is the wholly owned institution by the Government of Macao Special Administrative Region. Currently, the e-Customs platform of TEDMEV is in its updating status. I was at the position of managing the e-Customs Services platform, hence I could have a good experience and in control of data, combining with the theories and skills what I learnt from public administration, information management system, computer network and application, decision making theory method, electronic commerce etc, to allow my study on the current e-Customs Services platform of TEDMEV in Macau. With an in-depth analysis on the e-Customs platform, this paper took a study on the elimination of the restricted regulations and provide recommendations for the optimization of the platform management.
