PAGE PAGE 25电信业运营管理中所存在的问题及对策中文摘要：本文首先回顾我国电信行业的发展历史以及行业内基本格局，在此基础上对中国电信运营业当前发展态势进行了全面的分析，阐述了中国电信市场成熟化的趋势和中国在加入WTO后电信运营商面临的考验以及新一代移动网络技术的选择；针对国内电信行业，从各个运营商用户发展和运营收入的角度，阐明中国电信运营业的竞争失衡，有效竞争不足。然后又分析了有效竞争不足形成的原因和对电信业发展的危害。紧接其后针对中国电信运营业面临的问题提出了应对策略，如行业结构调整、企业转型、强化品牌策略、实施全球化战略和提高服务水平。特别是在关于电信运营商重组方案的研究方面，着眼于促进竞争和资源进一步优化配置，针对目前普遍讨论的最可能方案进行简单评价。关键字： 电信业 运营管理 对策The Existing problems and Methods on the Management of Telecom IndustryABSTRACT： This paper first reviewed the development of China’s Telecom Industry and the history of the industry basic pattern. On the basis of that, the paper analyzed and expounded the current development of China’s Telecom Industry profoundly. Meanwhile, the paper pointed out the challenge of China’s Telecom Industry after China enters the WTO and the choice of new generation of mobile network technology. From the development and operation income of various operators, the paper expounded the imbalance and ineffective competition of China’s Telecom Industry and analyzed the reason of forming the ineffective competition as well as the harm of the development of China’s Telecom Industry. Dealing with the problem of China’s Telecom Industry, the methods have been gave, such as industry restructures and enterprise restructures, strengthen the brand strategy, implementation of globalization strategies and improve service levels.
