摘 要 摘 要 在和谐社会的建设过程中，迫切需要对基层地税公务员勤政廉政激励机制进行深入 研究。本文以基层地税部门公务员激励机制为主线，以激励机制相关理论为研究基础， 综合运用多种研究方法，对基层地税公务员激励机制进行了理论分析和实地调研。 在理论分析上对激励机制的相关概念进行了界定，提出了基层地税部门公务员的人 性理论是激励理论的基础，并对内容型激励理论和过程型激励理论进行了介绍，这些成 果是研究基层地税部门公务员激励机制的理论基础。 在理论研究的基础上，通过对基层地税部门考核制度、晋升制度、薪酬制度、培训 制度、奖惩制度的研究，进而全面了解基层地税部门激励机制的运行现状。同时从正反 两方面入手，对基层地税部门公务员激励机制取得的成效、存在的的问题进行了分析， 找到基层地税部门公务员激励机制存在问题的原因。在上述分析研究的基础之上，指出 完善基层地税部门公务员激励机制需要明确三种理念、遵循三项原则、依赖八项措施。 关键词 基层地税 公务员 激励机制 人力资源管理 I Abstract Abstract In the harmonious societys construction process, urgent needs to conduct the deep research to the basic unit land tax officials’ diligence and honesty in managing state affair incentive mechanism. This article take the basic unit land tax department official incentive mechanism as a master line, take the incentive mechanism correlation theories as the research foundation, the synthesis utilization many kinds of research techniques, has carried on the theoretical analysis to the basic unit land tax official incentive mechanism and investigates and studies on the spot. First, it has carried on the theoretical analysis to the incentive mechanism of the basic unit land tax department officials, it also has carried on the limits to incentive mechanisms related concept, proposed that the basic unit land tax department officials human nature theory is the foundation of incentive mechanism.
