I I 摘 要 公众参与是衡量民主政治发展水平的一个重要指标，没有公众参 与的民主是不成熟、不发达、不完善的民主。文章研究的主要目的是 构建广西农村公共产品供给决策中公众参与的有效机制，为公众参与 广西农村公共产品供给决策提供理论指导。文章研究坚持理论联系实 际，以定性研究作为主要研究方法，具体采用文献分析方法、案例分 析方法和历史研究方法对公众参与广西农村公共产品供给决策过程 中存在的主要问题进行研究。通过探究公众参与广西农村公共产品供 给决策的现状，明确广西农村公共产品供给决策中存在公众参与层析 较低，参与行为滞后，参与渠道不足，参与影响力低，参与的具体法 律法规缺失等问题。通过对这些问题进行原因分析，引入“微观民主 的长沙县模式”和“参与式预算的泽国镇模式”以供借鉴，依据公共 产品供给决策的流程图，构建出广西农村公共产品供给决策中公众参 与的有效机制，为公众参与广西农村公共产品供给决策提供理论指导 和实践操作之路。 关键词：公众参与；农村公共产品；决策；机制 I 广西农村公共产品供给决策中公众参与问题研究 Study on the Problem of Public Participation in the Supply Decision of Rural Public Goods in Guangxi ABSTRACT Public participation is an important index which is a measure of the democratic political development level. Without public participation democracy is immature, undeveloped, imperfect democracy. This paper’s main objective is to build an effective mechanism for public participation in supply decisions of rural public goods in Guangxi, so as to providing theoretical guidance for public participation in supply decisions of rural public goods in Guangxi. The main research method is qualitative research. It Adheres to combine theory and practice ，and uses Literature analysis, case analysis methods, comparative analysis of methods and so on. The Article study the historical status quo for public participation in supply decisions of rural public goods in Guangxi.
