Community governance is a social system work. Furthermore, it is a reform and a system innovation of the traditional city management system. Therefore, community organizations are asked to play an important role by work together and form partnership based on their different characteristics. The paper, in light of existed research results of the academia, focuses on organization system of community governance, explores the incomplete contract between proprietor committee and real property management enterprise; through demonstration research and criterion research, it explains the formulation of community organization structure and the profit balance of community organization lying in incomplete contract. Finally, it proposes a state of community governance and politics interaction during reform.
