摘 要 在市场经济和民主政治已成为世界经济政治发展潮流的推动下，行政指导作为 一种新的行政管理理念和管理方式，在行政实务中脱颖而出，得到了广泛的运用并 日益显示出其重要作用。而建设服务型政府亦是我国进行行政管理体制改革的重要 目标，行政指导作为行政管理方式中关键的一环，势必要顺应改革发展的浪潮，在 现代市场经济、民主政治建设和行政模式转换过程中继续发挥作用，行政指导的完 善过程与服务型政府的完善是相辅相成的、相互促进的。本文把行政指导制度规范 在服务型政府的框架内，以完善行政管理方式、推动服务型政府建设的视角，对行 政指导作出了试探性论述。 文章从行政指导产生的时代背景与现实基础入手，对二者基本理论和现状进行 了简要的分析；并对比了日本和美国的行政指导实践，从中得出几点对建设和完善 我国行政指导制度的启示。通过探讨行政指导在服务型政府中的功能与效用、服务 型政府下实施行政指导的必要性，对如何发展我国现阶段的行政指导制度提出了几 点建议，强调了提高政府执政能力的服务化，以政府执政理念的服务性推动行政指 导的完善，并提出了在现阶段对行政指导应该缓行、慎行的观点。 关键词：行政指导；服务型政府；服务性 II Abstract Under the impetus of a market economy and democratic politics has become the trend of the word economic and political development,administrative guidance as a new administrative philosophy and management style, stands out in the administrative practice,has been widely used and demonstrated their important role. To build service-oriented government is to conduct the administrative reform of Chinas important goals.
