蒙古国电子政务建设研究 中文摘要 自上世纪 90 年代中后期开始，电子政务促进了世界各国的各级政府管理与 服务模式创新、变革，从全球范围来看，电子政务已经成为全世界各国经济和 社会发展的重要推动力量。 蒙古国政府在 2001 年分别发布了《至 2010 年的信息通讯技术观念》和《通 信技术中期发展战略》；2005 年 10 月蒙古国政府发布了《电子蒙古》等，此三 项政府文件成为在蒙古国电子政务建设的理论基础。随后，蒙古国政府在全国 开始实施的“全国计算机化”项目，标志着蒙古国电子政务建设的开始。此后， 蒙古国政府在 2012 年发布了《电子政务》，其目的致力于全面发展蒙古国电子 政务的建设。 电子政务在世界范围来看发展很快，但是，由于多种原因，蒙古国电子政 务发展速度较慢。因此，在其它发达国家基本完成本国电子政务建设工作时， 蒙古国刚开始进行开发。 本文共分为五个部分。第一部分对选题背景与意义、文献综述、研究思路 和方法进行阐述；第二部对电子政务的基本理论进行了简述；第三部分对蒙古 国电子政务存在问题及原因进行了分析；第四部分对各国电子政务建设的实践 做了分析研究。第五部分提出了加强蒙古国电子政务建设的对策。 关键词：蒙古国；电子政务；建设 I The research of Mongolia e-government Construction Abstract Since the 1990 s, the electronic government affairs in promoting the world, at all levels of government management and service mode innovation and rapid change at the same time, the progress and development of human society is also more and more important and far-reaching influence, on a global scale, e-government has become the world economy and an important driving force of social development.
