苏州国家历史文化名城保护与发展中的政府作用研究 中文摘要 中文摘要 历史文化名城是我国灿烂历史文化的集中体现，承载着具有独特意义的公共利 益。从整体来看，历史文化名城具有公共品的特征，有着正外部性。保护和发展 历史文化名城是政府重要的公共管理职能，能够为公众获得利益、增进福祉。本 文以苏州国家历史文化名城为研究对象，从公共管理理论和公共品理论出发，阐 述了改革开放三十多年来苏州历史文化名城保护与发展的实践，深入分析了苏州 历史文化名城保护与发展在体制机制、管理职能冲突、管理职能缺陷、公众参与 等方面存在的突出问题，指出产生这些问题的原因是由于公共管理组织、运行机 制还不尽完善，特别是政府在公共品提供机制上还存在很多不足。针对这些问题， 笔者提出了苏州国家历史文化名城保护中优化公共管理机制、强化经济管理职能、 统筹古城保护与发展、吸引私人企业参与、更加注重社会协同等五个方面的对策 建议，以求从制度上、机制上进一步完善历史文化名城保护的措施。笔者尝试从 当前对历史文化名城保护主要注重技术层面研究中另辟蹊径，重点研究政府的公 共管理责任和管理方式，希望能够有利于解决苏州国家历史文化名城保护与发展 中的问题。 关键词：国家历史文化名城 保护与发展 政府作用 作 者：王晨 指导老师：朱晓 I 英文摘要 苏州国家历史文化名城保护与发展中的政府作用研究 Studyontheroleofgovernmentintheprotection anddevelopmentofnationalhistoricalandcultural cityofSuzhou Abstract Historical cultural city is the concentrated reflection of the splendid history and culture of China, and where the interest of the public lies in.
