摘 要 数字化信息服务作为现代图书馆服务的的重要组成部分之一,是近几年来我 国图书馆发展的一个新方向,它通过网络与读者用户沟通,为广大的用户提供方 便。短短的几年中,这种服务方式,社会各届对其已从陌生发展到广泛采用;由初 始的个别化,单一的服务发展成为大范围、服务形式多样的联合体服务。在这一 过程中,图书馆的服务及管理上开始出现了一些问题,使得各方主动去思考行为 规范的制定、执行和监督。 本文首先从图书馆数字化信息服务的行为规范的内涵与意义入手，相应地对 数字化信息服务的特点和模式作了简单的说明，阐明了数字化信息服务行为规范 的重要意义；然后，通过图书馆数字化信息服务行为规范的环境分析，对图书馆 数字化信息服务主体的分类、主体的基本权益进行了分析，并对各主体之间的关 系作了一个整体的概括，并分析图书馆数字化信息服务行为规范的结构与过程； 接着，通过对其现状及存在问题的分析，从宏观和微观层面提出了图书馆数字化 信息服务行为规范的目标指向；最后构建了图书馆数字化信息服务行为规范的实 现策略，在从外部保障机制（制定保障、法律保障、权益保障和技术保障）和内 部调适机制（行为规范的认识，强化，内化）等方面提出了图书馆数字化信息服 务行为规范的对策的同时，还从作用、标准、方法、反馈几个方面研究了图书馆 数字化信息服务行为的评价机制。 关键词：图书馆；数字化信息服务；权益；行为规范 I Abstract As an important part of one of the modern library services, digital information service is a new direction of the libraries development In recent years in China.
