县级政府形象建设问题研究——以黄冈市县级政府为案例.pdfVIP

摘 要 随着社会主义市场经济的发展和政治民主化进程的加快, 公众对政府的要求越 来越高，政府形象成为衡量政府绩效的一项重要标准，受到越来越普遍的关注。相 比较而言，中央和省市政府对形象建设问题都已经高度重视，但是，作为与公众直 接接触和紧密联系的县级政府，则重视不够，建设不够。因此，加强县级政府形象 建设已成为摆在现代政府面前的一项重要课题。 按照提出问题、分析问题、解决问题的逻辑顺序，本文采用历史分析、比较研 究、定性与定量相结合的方法，在阐述政府形象一般原理的基础上，结合黄冈县级 政府形象建设实际，指出了县级政府形象建设存在政府职能配置不合理，部分领导 者和公务员素质不高，政府角色定位陷入误区等问题。分析了产生这些问题的原因： 行政组织建设不合理、创新步伐滞后；公务员队伍缺乏活力；决策的非科学化和民 主化；县域经济发展缓慢；政府与公众的沟通渠道不畅。并在此基础上，提出了建 设良好县级政府形象的具体措施：找准角色定位，明确形象目标；抓好领导者和公 务员队伍建设；深化县乡行政机构改革；构建政府与公众有效联系和沟通的平台； 大力发展电子政务。 本文的特色表现在，除了对县级政府形象建设进行了一般性研究外，还结合黄 冈县级政府的实际进行了一些具体的论述，使全文更具针对性。 关键词：县级 政府形象 建设 III Abstract Along with the progress of political democratizations and the development of socialism market economy ,a higher government services are needed by the public .As an important standard ,that measures the achievement of government ,the government image is paid more attention .Comparingly speaking ，high attention to image building has been paid in central and provincial level government, but the county level government, which has a direct and intimate relationship with the public ,laid less stress on it. Therefore, it is an urgent task for county level government to build up a good image. According to the logical order of presenting problems, analyliziing problems and solving solving problems. Using indentify of the history analysis, the comparison research, the nature and the amount of the problem of the problems .On the actual situations, this article presents problems about Huanggang county image on unreasonable disposing of government functions, lack of service and low conceptions to some of leaders and government staff, the worng position of role of government, etc. Anaylizing the reasons for the problems, unreasonable construction and detained
