摘 要 随着经济一体化的不断发展，产业集群战略已经成为赣州有色金属产业发展战略的现 实选择。如何推动赣州有色金属产业集群发展，进而推进产业升级、加快产业结构调整， 进一步转变经济发展方式，成为赣州经济发展工作的一个重要方面。从产业集群的现实发 展情况来看，人力资源要素对其进一步发展正在发挥着越来越重要的推动作用。但是，通 过初步调研得知，在赣州有色金属产业集群内，人力资源要素已成为制约其进一步发展的 瓶颈。另外，在学术界，关于产业集群的各类研究中很少有人从人力资源开发角度来进行 分析；在众多的人力资源开发理论中也很少见到基于产业集群的相关研究。 针对这些现实情况的迫切要求和理论研究的不足之处，本文打算致力于以下问题的研 究：怎样推进赣州有色金属产业集群发展中的人力资源开发研究，具体落实在如何发挥政 府及公共部门在这一过程中的作用。希望提出一些促进人力资源开发的对策和建议，以推 动赣州有色金属产业集群发展，也为其他地区或别的行业的产业集群发展中的人力资源开 发提供借鉴。 关键字：产业集群;发展;政府及公共部门;人力资源开发 I Abstract With the development of economic integration,the strategy of industrial clusters has become the realistic choice of economic developing strategy in ganzhou non-ferrous metal industrial clusters.
