Government incentives in the management of the marine
environment in China
Abstract
Since 1990s, the management of the marine environment as one important way for
the implementation of the sustainable development strategy has been the world wide
attention. In China, marine environmental protection as a strategy has been deepening.
However, Chinas marine environmental management, both in theory and in practice,
has lagged behind many developed country, effectively promote the need multifaceted
efforts. Chinas existing marine environmental management model is a government
single-center management mode, to oversee the implementation of the legal system
from the macro level supplied to the micro-level, basically direct manipulation by the
government, and extensive use of compulsory means of control, other forces .The role
of space is quite limited, and at the same time the government is increasingly
overwhelmed, leading to the obvious effect of the marine environment. According to
the experience of developed countries, the formation of multi-center environment
management network is a spontaneous and long-term evolution, in our present
circumstances, whether it is from the governments own institutional settings and the
operating mechanism of view, or from the environment awareness status and the
degree of development of the social subjects of view, the conditions are not yet fully
equipped with the spontaneous formation of a multi-center network of marine
environmental management, and the urgency of the problem of the marine
environment does not allow us to wait for a long time its spontaneous formation.
