我国知识型政府的内部知识共享模式研究 中 文 摘 要 在经济全球化背景下，知识经济的蓬勃发展，使得知识成为最基本的经济资源， 知识管理能力成为现代社会各类组织的核心能力。政府作为以提供公共服务为宗旨的 社会公共组织，更需要通过知识管理来提高行政效率和执政能力，构建以知识为依托 的知识型政府。知识共享作为知识管理的核心环节，对知识型政府的构建起到至关重 要的作用。 本文在文献资料研究基础上，从系统论角度，对政府知识管理定义及其流程进行 分析论述后，试图从知识管理的视角，提出构建知识型政府的内部结构要素，在系统 整理并分析前人关于知识共享理论研究的基础上，阐述政府知识共享的涵义，分析政 府内部知识共享的过程，并阐释知识共享在建设知识型政府中的重要作用。在此基础 上，从组织、技术、制度和文化四个维度构建政府内部知识共享模式，其中，组织层 面是支持共享的前提，技术层面是知识共享模式的核心和基础，文化层面和制度层面 是知识共享模式的保障。最后，通过实证分析政府内部知识共享情况，发现问题并提 出具体的实施路径。 关键词：政府知识管理；知识型政府；知识共享；模式 II Research of Internal Knowledge Sharing Mode Based on Knowledge Government Abstract With economic globalization and the development of knowledge economy, knowledge becomes the most basic economic resource and knowledge management ability becomes the core competencies of kinds of organizations. The government, which belongs to a social and public organization with the aim to provide public services, needs to depend on knowledge management to improve administrative efficiency and ability in order to build the knowledge- oriented government based on knowledge. Knowledge sharing, as the key of the knowledge management, plays a very important role in knowledge governments construction.
