As a land for immigration, the United States has encountered the problem of the unequal capacity of reading among students. Aware of the negative con sequence of such fact , the feder al government h ad intr oduced v ariou s p olicie s, h oping to give all stu dent s the same cap acity of r eading . After having studied the documents, analysed the policies of American reading challenges, reading fir st , r ace to the top etc ., we divide them into 4 phases : reading promoting, reading challenging, reading first and reading to the top . Our work shows that these policies have well promoted reading.
