Environment revolution and ecological civilization have become the key area and major measurement of comprehensive national competitive strength. It also provides the opportunity and pathway for Shanghai to stand at the frontier of the era and make new development in the 21? century. Therefore, the development in Dongtan of Chongming Island is facing great historic opportunities. Sustainable development has clearly shown the direction to balance environment and development conceptually. However, how to well balance the relationship and achieve harmonious development in terms of regional economy，environment and society is a problem for long-term exploration. Dongtan is the only area uninfluenced by industrialization around Shanghai. It has the natural advantage to develop high value-added modern service industrial system and ecological construction. Sustainable development is the fundamental concept in the development of Dongtan Area in Chongming Island. Relevant international theories and practices have shown that regional development in itself is a systematic project involving multi disciplines. It is a dynamic balancing process itiYoIving many stakeholders. Being the trial project of the development of Chongming Island, the development in Dongtan shall be based on the future strategic development of Shanghai, the integration of the Yangtze River Delta and the national sustainable development strategy. We shall calmly review the success and failures in international regional development and learn from the advanced international sustainable development and integrate such into each DNA of Dongtan development.
