Institute of Transportation Engineering, Tsinghua University, Beijing 100084, China) Abstract : Urban public transit terminals are closely intertwined with the surrounding land use develop- ment, which urgently needs the corresponding planning and design guidelines or specifications. Based on the domestic and international experience, this paper discusses the key elements of integrating public tran- sit terminals with the surrounding land use in development scope, spatial layout, land use and development intensity, as well as resultant guidelines. Aiming at providing the seamless connection among different trav- el modes and public transit oriented development, the paper elaborates the planning and design strategies for an integrated transfer system in three aspects: transfer facilities, roadway network in the vicinity of ter- minals and pedestrian system. Finally, the paper presents the framework of integrating public transit termi- nals construction with surrounding land use development.
