西宁市防御雷电灾害条例（Regulations of Xining Municipality on protection against lightning and lightning disasters） Standing Committee of the Xining Municipal Peoples Congress (promulgated by units)(time of promulgation)(time of implementation) Regulations of Xining Municipality on protection against lightning and lightning disasters (adopted at the thirteenth meeting of the Standing Committee of the thirteenth peoples Congress of Xining on October 24, 2003, and approved by the ninth meeting of the Standing Committee of the Tenth Peoples Congress of Qinghai province in March 26, 2004) Chapter I General Provisions The second chapter, lightning protection and disaster reduction safety assessment The third chapter is the design and construction of lightning protection works The fourth chapter, lightning protection device detection and maintenance The fifth chapter, qualification and qualification The sixth chapter, lightning disaster investigation and identification The seventh chapter, penalty The eighth chapter is the supplementary provisions Chapter I General Provisions Article 1 in order to prevent and mitigate the lightning disaster (hereinafter referred to as lightning), the maintenance of public safety and protect peoples lives and property, according to the provisions of the relevant laws and regulations of Peoples Republic of China meteorological law and so on, with the actual city, the enactment of this ordinance. Article second these Regulations shall apply to units and individuals concerned with earthquake prevention and disaster reduction within the administrative area of this municipality. Said the thunder and lightning disasters mentioned in this Regulation refers to the prevention and mitigation of lightning and static electricity disaster activities, organization and management, including the defense lightning activities of safety evaluation, lightning protection engineering professional design, construction supervision, inspection and testing
