The identification and quantification of disturbance is the basic work in interference management. It is necessary to bring the project back to normal track, and ensure the deviation between new adjustment plan and the initial plan minimum. In this paper, there are three indexes including owner dissatisfaction disturbance, time deviation disturbance and disturbing cost in describing the effect of disturbance on the execution of the project. This paper proposes a methodology to solve disruption management, and quantitative formulas for these above indicators are set up.
