. . / 专题研究 权益保障/Monographic Study Rights Protection 残疾人权益保障研究现状与拓展 ■葛忠明 杨 彦 摘要 【 】 残疾人权益保障是一个重要研究领域。现有的研究主要集中在残疾人领域的法律、法学研究， 以及专门讨论残疾人社会保障体系和服务体系建设的社会政策研究。在这些研究中，保障实现残疾人权益的 公共支出水平的话题，没有得到充分重视。本文认为，中国用于保护残疾人权益的公共支出规模的绝对值不 断增长，但相对支出水平仍然比较低。因此，需要增强对残疾人的社会支出、尤其是公共社会支出的研究。 除此以外，还可以从残疾人权益保障对象的角度以及微观角度进行研究，社会支持网络对残疾人保障的作用 也值得学界的关注。 关键词 【 】 残疾人 ；权益 ；公共社会支出 ；社会支持网络 Studies on Citizenships of People with Disabilities: Current Issues, Gaps, and Its Possible Development GE Zhong-ming,YANG Yan 【 】Studies of the protection of the citizenships of persons with disabilities are important Abstract research fields. The current literature in the disability sector mainly concerns the legislation and the building of the social security and social service system in this sector. This paper argued that social policy analysis should pay more attention to public expenditure to cover the target group in needs. In recent years, the public social expenditure has been growing in its absolute term, but the relative expenditure is still fairly limited. Besides, policy analysis should also do research from the perspective of the persons who are covered by the social programs, and micro analysis is thus necessary.
