2005中国传播论坛论文 和谐社会与电视媒体理念价值体系的构建 Harmounious Society and Establishment of Concept-and-value System of Television Media ——以中央电视台社会与法频道为例 -----Taking “Society and Law Channel” of the CCTV as an Example 中央电视台社教节目中心 刘斌 By Liu Bin Programming department of social and education programming center of CCTV [摘要] 在和谐社会建设中，电视媒体应该成为公民意识、社会公正和公共利益的引导者，2004年12月28日开播的中央电视台社会与法频道明确地提出了“公民、公正、公益”的频道理念，以极强的社会责任感彰显了电视媒体的社会功能，在和谐社会建设中发挥着独特的作用，而构建完善的频道理念价值体系则是不断矫正和规范频道行为的价值取向和行为标准。根据笔者对频道的研究，在本文提出了构建中央电视台社会与法频道理念价值体系的十个层面：公民与公益的核心诉求、法律与社会的相互关照、法律与道德的相辅相成、法治与德治的辨证关系、和谐与冲突的博弈转化、理念与执行的互动关系、理念与形象的协调统一、理念与节目的对应契合、理念与品牌的相互依存、理念与市场的变与不变。这十个层面是在中央电视台社会与法频道“公民、公正、公益”的理念之下，寻求理念、行为、传播内容和传播效果的统一，笔者希望通过对一个电视频道理念价值体系构建的分析，对在建设和谐社会中承担以社会功能为主要传播功能的电视媒体理念价值体系的构建有所参考。 [Abstract] In the course of constructing a harmonious society, television media is expected to be the guider to the consciousness as a citizen, social justice and public good. The “Society and Law Channel” of CCTV, which was launched on December 28th, 2004, has put forward the channel concept of “citizen, justice and public welfare ”, to underline the social function of the television media with strong social responsibility and play a particular role in the construction of a harmonious society. However, the establishment of a consummate channel’s concept-and-value system amounts to the successive rectification and standardization of value orientation and action criteria of channel action. According to my research on the channel, in this passage I have put forward 10 layers of the establishment of the concept-and-value system of the “Society and Law Channel” of CCTV: the core appeal of citizens and the public welfare, the harmony between law and society, the inter supplementation between law and ethics, the dialectic relationship between rule by law and rule by morality, playing going and transformation of between conflicts and harmony, the interactive relationship between concept and execution, the consistency between concept and image, c
