我国农村养老制度的缺失与重构

【摘要 】本文从政治学的角度分析我国农村的养老制度 ,探讨其缺失与重构 。由于国家的一系列政策以及农民在养
老保障上的失语 ,构成当前农村的养老模式是以土地为基础 , 以家庭为核心 。但这种模式在当前受到了严重的挑
战 ,家庭养老能力日渐削弱 ,土地的保障功能日益弱化 , 国家的养老保险政策存在制度缺陷 。应采取一系列措施解
决农村养老面临的问题 。

A b stract: In the sigh t of po litic s, becau se of a serie s of po licie s and the villagers’ap ha sia in the o ldage
secu rity, the o ldage support mode in the ru ral area s ha s been form ed, w ith the land a s foundation and the
fam ily a s core. B u t th is mode face s seriou s challenge s cu rren tly, a s a re su lt of the increa singly weaken ing
in the fam ily ’s ab ility of o ldage support, of the lowering in the secu rity function of the land and of the
system ic failu re on the national o ldage in su rance po licy. So, the se p rob lem s shou ld be settled via tak ing
som e m ea su re s.
