The prices of the resale HDB market therefore were the benchmark for the prices of the private residential property. When the new measures “quietened” the private residential property market, this impacted on the HDB resale scene. In any event, apart from the knock-on effect of the new rules on the private residential sector, those new rules also applied to HDB properties directly. Since the implementation of these fiscal measures and the general tightening of credit, the volume of the private property transaction has fallen.
