RESEARCH REPORT 研究与报告 首都医学发展科研基金立项评估指标 体系的研究 ① ② ③ ② ③ ② ② ③ ■ 苏 亚 关丽征 孙瑞华 王亚东 齐松仁 郭 蕊 袁逸文 高新华 【关键词】 科研基金 立项评估 指标体系 【摘 要】 目的 ：“首都医学发展科研基金”是北京市卫生系统内最重要的科研资金来源，也是目前“首都卫生行业发展科研专项” 的前身和基础，本研究建立了“首都医学发展科研基金”立项评估的指标体系。方法：在同行评议的基础上采用改良后的特尔菲专家 咨询法，通过两轮咨询形成一套立项评估指标体系，并用加权平均法计算指标权重。结果：第一轮专家评估的一级指标和二级指标协 调系数分别为：0.47和0.23；第二轮专家评估的一级指标和二级指标协调系数分别为：0.60和0.29。结论：“首都医学发展科研基金” 立项评估的指标体系经专家评估，协调系数均有不同程度提升，专家意见得到有效收敛，可以确定立项指标体系，并可以应用于目前 “首都卫生行业发展科研专项”的立项评估中。 Research on capital medical development research fund project approval assessment indictor system / SU Ya, GUAN Lizheng, SUN Ruihua, et al //Chinese Hospitals.-2012,16(10):41-44 【Key words】 research fund, project approval assessment, indictor system 【Abstract】 Objectives: Capital medical development research fund is the most important research fund for health sector in Beijing and is the predecessor of earmarked funds of capital development research in health sector. Capital medical development research fund project approval assessment indictor system is established. Methods: Based on peer review, Delphi consultation method is used. By two rounds of consultation, indictor system was established and weight was calculated by weighted average. Results: The cooperation coefficient of first and second level index is 0.47 and 0.23 respectively in the first round consultation. The result is 0.60 and 0.29 respectively in second round consultation. Conclusions: After expert consultation, the cooperation coefficient is increased in different grade. The experts suggestion is effectively astringed and indictor system can be established and used in project approval.
