天津市规划业务信访信息系统探究和设计 　　摘要：规划管理部门通过信访工作解决在规划实施过程中出现的各类与百姓息息相关的规划问题。近些年以来，规划业务信访工作内容越来越多，也越来越复杂，而工作人员却没有相应增加，传统的信访路径越来越显示出它的缺点和不足。因此必须利用信息化手段进行规划业务信访工作的规范化，达到信息资源共享，提高规划信访基层的工作效率的工作目标。我们对规划信访内容、信访流程和信访案件处理方式做了详细的调查和分析，设计实现了一个面向规划业务信访办理及信息共享的实用系统——规划规划业务信访信息系统。本文将对该系统的研究与设计进行介绍。 关键词：规划业务；信访；信息系统 Abstract: the planning administrative department of the settled through letters and visits in the planning and implementation process of all kinds of programming problem is closely related to the people. Since in recent years, planning business letters and content is more and more, also more and more complicated, and the staff did not increase, the traditional reporting path is more and more shows its shortcomings and the insufficiency. Therefore must use the information means to plan business letters and the standardization of the work, to achieve information sharing, enhancing the working efficiency of the planning of letters grassroots work target. We complaint reporting made by planning and reporting content, procedures and handling complaint reporting case made detailed investigation and analysis, design and implement a plan oriented business letters deal with and use of information sharing system, planning business reporting information system planning. This article introduces the research and design of the system. Key words: business planning; Letters and visits; The information system 中图分类号：D632.8文献标识码：A文章编号：2095-2104(2013) 自从上世纪90年代至今，是我国快速城市化的过程，在此期间，规划信访案件的规模和数量也在不断增长。分析其原因，是因为城市规划是“龙头”，几乎所有涉及相邻关系的问题，如出现最多的日照及遮挡问题，绿化问题、配套问题，拆迁问题等都会涉及到规划方面，而且城市规划是综合考虑各方面的因素，是追求整体最优，就意味着不可能个体都最优，在各类规划公开工作还在探索的当下，维权意识、民主意识和规划意识的广大人民群众在遇到与自己生活息息相关的问题后，就选择进行规划信访。信访工作虽是规划部门的末端工作，但是工作量越来越大，工作的繁杂和人员的缺少形成强烈的矛盾和反差，因此借助信息化手段进行规划业务信访信息系统的建设迫在眉睫。 一、天津市规划部门信访工作的现状 1、工作内容繁杂 信访部门工作人员在平时工作中需要接待群众，整理信访信件，电子邮件和传真，接信访电话，传送信访案件，进行信访答复、接受上级信访任务及节假日重要活动进行信访预案等各类信访任务。 2、各分局的信访量逐步增大 自从2008年规划部门事权下放以来，全市各规划分局的业务审批量逐渐加大，到目前为止，全部规划审批工作基本都由各分局承担，市局负责业务指导和督办。因此近几年以来，各分局的规划业务信访量在逐步增大。
