In 1995— 1997, small scale civi l engi neer- ing s w ere u sed to co t rol small landslides , debris f low g ulli es and to rrent g ulli es successf ully in t he so uthw est ern mo untain s. The pro blem s concerned in the a pplicatio n to all mountain s in China ar e related to the suppo rt o f the g ov er n
