摘 要 新疆英吉沙县的道路旅客运输发展和喀什地区大多数县发展水平相当，基本可以代 表喀什地区各县道路旅客运输的发展水平。目前该县道路旅客运输发展水平较低，运营 管理存在安全隐患，安全事故不断发生，造成一定人员伤亡和经济损失，运营模式也不 合理，运营效率、经营效益低。 本研究对改善该县道路旅客运输安全管理水平、转变运营模式提高运营效率、提高 道路旅客运输整体服务能力具有重要意义。本论文首先分析了英吉沙县道路旅客运输发 展现状，对政策措施、经营管理、运输模式、安全生产、人员素质、发展情况等多方面 进行了全面分析和充分论证，找出了发展中存在的突出问题，然后结合英吉沙县道路旅 客运输发展的实际情况，分析了影响英吉沙县道路旅客运输的因素，并对旅客运输供给 能力、农村客运特点、从业人员素质等方面进行了相应的分析，为英吉沙县道路旅客运 输业的发展规划提供了理论依据。最后结合上述分析的内容制定了英吉沙县旅客运输发 展规划和农村客运发展的政策与措施，并基于市场准入、市场退出、信誉考核、安全监 管和教育几方面提出了相应的对策与建议。 关键词：旅客运输；发展规划；运输模式；农村客运；英吉沙县 I Abstract Road transport development level of Yingjisha County of Xinjiang is at similar level with that of most counties under Kashgar Prefecture. So it could basically stand for road passenger transport development level of each county under Kashgar Prefecture. At present, road passenger transport development level of Yingjisha County is relatively low with safety hidden danger existing in operation and management. Safety accident occurs frequently to cause injury and death and economic loss. Operation mode is not reasonable with relatively low operation efficiency and business profit. The study has its own important meaning for the County in improving road passenger transport safety management level, improving operation efficiency by changing operation mode and enhancing service capacity as a whole. The study analyzes the existing status of road passenger transport development, policy and measures, operation and management, transport mode, safety production, personnel quality, etc. of Yingjisha County so as to find out major problems.
