At present low-carbon urban planning is still in the embryonic stage. Through the relevant domestic and foreign research and the key development planning of low carbon cities, we analyze the problems in development of low-carbon cities in China. Aiming at the existing problems, we have an outlook for the development planning of low-carbon cities in China and make the ideas of energy, industry, transportation, construction, carbon sinks and other key areas of low-carbon cities from perspectives of carbon - carbon flow - carbon sequestration. The results of research will provide a scientific basis for urban development planning and government decision-making and so on. It will also guide scientific development of low- carbon cities.
