It focuses on information itself and network architecture to find that the most influential factor is not products, competing behaviors, or market itself, but computer codes. The development of computer codes, just like laws or regulations influenced by social norms, is led by technology standards. This article argues that in the changing information industry, which is significantly influenced by technology standards, competition law might be trapped into a dilemma of competing against regulatory power of technology or being out of touch with market paradigm shift. Therefore, on basis of the purpose of competition law, this article allows for the interaction of regulatory power of computer codes and technology standards in connection with regulatory power of law, and tries to propose some new grounds for regulatory thoughts of information industry in the future.
