新型城镇化过程中政策导向作用研究 Research on the Policy Role in the Process of New-type Urbanization Take Benxi’s Industrial Development Policy as an Example Abstract Benxi, which is a typical city of iron and steel resources, is located in the middle area of Liaoning Province. As an old industrial park, Benxi’s urbanization has reached a high level. But the industrial development based on the main impetus is the source development and the national development in the planned economy isn’t advanced, and also not in conformity with the basic contents of “new towns” proposed on the 18th CPC National Congress. We must conscientiously sum up the past experience and combine with the reality of Benxi’s development especially the governmentpolicies of development, to put forward corresponding strategies and measures, which is the core of this paper. The author used literature research method to collect information, comparative analysis approach and case analysis method in the essay, compared the policy directions effects of differences during the process of urbanization home and abroad, put forward some countermeasures and suggestions which are suitable for the road of new-type urbanization in Benxi in the hope of providing some references to the development of economy and new-type urbanization in the resource-exhausted city. Through the study of policy guidance on the building of newtown, Benxi’s industrial development policy still has an important meaning: The author believes that Benxi should step up the development of biomedical industry.
