提高残疾人综合服务中心利用率的政策建议 杨立雄1 中国人民大学中国残疾人事业发展研究院 Policy Recommendations on Improving the Utilization of Comprehensive Service Facilities for Persons with Disabilities Yang Lixiong, China Disability Institute, Renmin University, China 【摘 要】随着我国综合国力的增强和政府对残疾人事业的日益重视，近年来我国残疾 人服务设施建设取得了长足进步。但是在残疾人综合服务设施建设的过程中，出现两个“偏 差” ：一是部分地区在建设残疾人综合服务设施时追求外表的豪华和功能的齐全，忽略了实 用和功效；二是部分残联组织从完善办公条件的角度建设残疾人综合服务中心，进一步加剧 “管办不分”体制的形成，降低了服务质量。要提高残疾人综合服务设施的利用率，要对上述 两个方面的问题进行“纠编” ，即按“小而专”的模式对现有的区县级残疾人综合服务中心时行 组织结构改造，让服务进入社区，在社区建立服务站，并且对市级、区县和社区三级服务站 进行合理分工，提高残疾人综合服务中心的利用率。同时，以残疾人的需求为导向，建立“管 办分离”的服务体制，提高残疾人服务质量。 【关键词】残疾人综合服务设施；大而全；小而专；行政导向；顾客导向 【Abstract 】: As the overall national strength of China has increased remarkably and the Government paid more attention to the Public Welfare of the Disabled, the service facilities for the disabled have made great progress in recent years. But there are two “deviations” in the process of Comprehensive Service Facilities construction for the Disabled. On one hand, some areas pursued the luxury appearance and perfect function in the construction, ignoring the utility and effectiveness; on another hand, some Federation Organizations built the Comprehensive Service Centre from the perspective of perfecting the work condition, which further confused management with implementation in the system, reducing the quality of service.
