With the population growth and the increase of income levels, pharma- ceutical enterprises gain new development opportunities. However, many small and medium sized pharmaceutical enterprises get into trouble because the costs of raw materials, wages, intel- lectual property disputes and financing have risen. Therefore, these enterprises need to streng- then the cooperation with financial institutions, strengthen the brand building, strengthen the in- dependent innovation and use industrial cluster resources and other measures. Government needs to improve the level of service and support business development in aspects of the intellec- tual property protection and taxation policies.
