政府规模与经济增长关系研究.doc

摘 要 自1978年改革开放以来，中国经济实现了长期高速增长。中国坚持实行市场化取向的经济体制改革，逐步建立起的社会主义市场经济体制对中国的经济增长起到了关键的作用。在市场化改革的过程中，市场力量被赋予越来越大的主导权，政府力量从越来越多的领域退了出来，资源配置的效率日益提高。那么，是不是因为市场配置资源的高效率，政府在经济增长过程中就是无关紧要的？经济学理论早已回答了这个问题，由于“市场失灵”的存在，政府应该对经济进行适当的干预。从经济增长的角度看，我们面临的一个重要问题就是，政府规模与经济增长存在着什么样的关系，多大的政府规模于经济增长是最优的？ 本文从理论和实证两个方面研究了政府规模与经济增长之间的关系，主要内容分为三部分。第一部分是政府规模与经济增长关系的理论研究。在这部分，首先回顾了政府规模相关理论的演变，进一步分析了政府影响经济增长的机制，通过分析得出适度政府规模是经济增长必要条件的结论,认为经济增长与政府规模之间存在着“倒U”形曲线关系。在此基础上，通过经济增长因素分析，确定了在适度政府规模的前提下，以财政支出促进经济增长的努力方向，试图为优化政府规模提供理论上的依据；第二部分是中国政府规模与经济增长关系实证研究。在这部分，使用理论研究的结论，建立了政府规模与经济增长关系数量模型，并运用时间序列数据对中国政府规模与经济增长关系进行计量分析，预测中国的最优政府规模为21.2%，为优化政府规模提供实证的依据；第三部分是优化政府规模的途径。在这部分，主要对我国的基本建设、科学研究、教育、公共卫生、行政管理等支出的数据进行分析，并通过与国际数据的比较，为优化我国的政府规模与财政支出结构提供实证的依据。 关键词 政府规模 经济增长 Abstract Since China began its reform and opening up from 1978, Chinas economy has a long-term rapid growth. China insists on the implementation of a market-oriented economic system, gradually establishes a socialism market economic system ,which has played a key role in Chinas economic growth. In the market-oriented reform process, market forces have been given the growing dominance, government forces receded from a growing number of areas, and the allocation of resources increased efficiency. Then is the government irrelevant in the economic growth process because of the markets efficiency in allocating resources? Economics has a answer to this question. Because the existence of the market failure , the government should conduct appropriate economic intervention. From the economic growth perspective, an important question we are faced with is, what is the relationship between the government size and economic growth in our country? What the size of government in economic growth is best?
