What’s more, the distribution of human resources,which is the first key elements of economic and social development,especially showed obvious disadvantage in Hebei Province compared with the two municipalities --Beijing and Tianjin.In fact human resources have been the inner and critical element that restrict the economic and social development of Hebei.Under background of market economy,the effective flow and reasonable allocation in the region and the region between of production elements is an irresistible law.So,it is objectively impossible for Hebei Province to avoid the existence of Beijing and Tianjin in the process of developing human resource effectively.Since we cannot evade “concomitance and coexistence”, we must face the problem of coexistence and communion.
