By analyzing the social and economic attributes of urban trans- portation service, this paper points out several issues in urban transportation supply mode in China, such as lack of scientific base and legal regulations in supply –side decisions, improper supply-side development strategies, mismatched development concept, gap between service supply and market demand, excessive re- sources- driven policies, and etc. The paper emphasizes that the supply- side structural reform for urban transportation should be measured in a rational, effective and scientific way. Finally, the paper proposes the strategic goal, development direction and priorities of the reform, including adjustment in transportation supply model, restructuring transportation system, and optimizing transportation supply strategies.
