四、对中国电子商务发展水平的评价(Review on the E-Commerce Development in China) 从企业进行电子商务的情况看(Corporations’practice of E-Commerce)： 　　 企业构成电子商务的主体。(The main attendants of E-Commerce are corporations)目前，中国企业电子商务的应用主要集中在企业与企业之间，即B2B；极少数企业与消费者直接开展电子商务，即B2C。大多数企业是通过一些购物网站与消费者开展电子商务(Most corporations do their business by shopping websites)。 　　 根据CCID的统计调查，到2001年年底中国电子商务网站共有3391个，有一定影响并且连续在运营的有1326个(E-Commerce websites in China has been 3391 till the end of 2001,1326 with certain influence and continual running)。全年电子商务交易额共计1088.15亿元人民币（与国际数据公司的公布的数据差距较大）。总体上看，中国电子商务的市场规模和容量依然偏小，但是发展速度非常快。 　　 有77.7%的被访企业还没有参与电子商务(77.7 percent of visited corporations haven’t involved in E-Commerce)。 * 企业不使用电子商务的主要原因(Corporations’ Main Reasons for Refusing E-Commerce) 数据来源：CCID2002年2月。 * 企业不使用电子商务的主要原因(Corporations’ Main Reasons for Refusing E-Commerce) 数据来源：CCID2002年2月。 * 五、制约中国电子商务发展的主要因素(Restraints of E-Commerce Development in China) 目前，制约中国电子商务发展的主要因素有： 对于电子商务交易缺乏有效的法律保护(lack of effective laws protection)； 中国的网络带宽及速度较低(low brand-width and speed of network) 网络运行质量较差(poor network conditions)； 电信费用较高(expensive telecommunication fees)； 企业信息化程度偏低(low take-ups of ICT among corporations)； 电子支付方式落后(unsatisfactory electronic payments)； 物流配送状况远远不能满足发展的要求(insufficient delivery services)； 网络安全问题也是一个重要的制约因素等(network safety)。 * 六、中国电子商务统计调查工作应解决的主要问题(Main Tasks in E-Commerce Statistical Surveys in China) 　　　　　1.中国电子商务的统计调查工作应及早纳入官方的统计工作发展计划之内，建立有关电子商务的官方统计调查体系，并尽快付诸实施(Set up an official statistical survey system)。 　　　　　2.深入地研究和制订有关电子商务的统计方法、统计口径、统计指标体系，及统计范围，并在其中包括电子商务交易额等核心指标(Normalize a series of statistical methods on E-Commerce)。 　　　　　3.应建立较系统的地区及企业电子商务的统计体系，做到既为宏观战略决策服务，又为微观运作服务，同时又能与国外进行比较，从而达到为促进中国电子商务发展，提高中国信息化水平而提供量化的参考依据的目标(Establish a statistical system for regions and corporation E-Commerce)。 * 谢　谢 !Thank You * 中国电子商务统计及其应用Statistical Surveys and Application of E-Commerce in China 国家统计局国际统计信息中心 杨京英、刘冰、马岩 International Statistical Information Ce
