As the principal part of the implementation of Energy Performance Contracting Project, energy service companies play a vital role in the field. Based on the existing service quality evaluation theory and combined with the relevant agencies industry demands for Energy Performance Contracting evaluation, the paper analyzes the service characteristics of Energy Performance Contracting, puts forward the evaluation index system in three dimensions of service ability, process and performance, and elaborates the intrinsic connection among the three dimensions, in order to regulate the energy service companies’ implementation and scientifically evaluate its service level.
