Jiangsu Province has been pioneered the town and village layout planning since 2005, which covered the whole province, providing comprehensive guidance to the town and village system layout. At the same time, it exposes problems such as the method being too simple and the planning being unrealistic. Therefore, with retrospect of the development of public participation in the town and village layout planning of Jiangsu Province, taking Jiupu Town as an example, this paper takes the means of questionnaire surveys and interviews to objectively understand the rural residents production and life demands, making public participation concept run throughout the whole process of planning. On basis of the assessment of the implementation of the last layout planning, this paper puts forward innovative strategies for planning compilation method, content, procedure, system, etc., so as to provide references for the reform and innovation of the town and village layout planning in our country.
