. . / 专题研究 社会组织/ Monographic Study Social Organization 基层残疾人组织建设及服务功能研究 ——基于典型残疾人家庭个案的调查 ■刘战旗 【摘要】 通过三个典型残疾人家庭的实际需求与获得服务的过程 , 反映了基层残疾人 组织对需求的回应方式和程度以及服务的提供路径和运作逻辑。为残疾人服务的社会组织 包括残联服务机构、助残民间组织、社区残疾人协会三大类。助残民间组织在残疾人工作 中发挥着重要的服务职能，但未纳入残疾人基层组织建设范畴 ；作为基层残疾人服务主体 的社区残疾人协会行政化趋势严重，过多承担了残疾人管理职能。要建设具有服务承载力 的基层残疾人组织，需要重新认识社区的功能，转变社区残协建设思路，回归社会组织的 志愿精神和发展规律，并将助残民间组织纳入基层残疾人组织范畴。 【关键词】 基层残疾人组织 ；助残民间组织 ；社区残协 ；服务职能 A Study on Construction and Service Functions of Grassroots Organizations of the Disabled --Based on Surveys of Typical Cases of Families of the Disabled LIU Zhan-qi 【 】This paper studied the construction of grassroots organizations of the disabled Abstract and service provision in China. The author studied the actual needs in four typical disabled families and their process to get services. These services were provided by three types of social organizations including federations of the disabled, grassroots NGOs and community association of the disabled. The grassroots organizations of disabled persons played an important role in serving the disabled people, but not included into construction and regulation of organizations of the disabled at basic levels. As the main body of serving the disabled people at basic levels, the bureaucratic trend of community associations of the disabled was severe and tended to manage the disabled people instead.
