Comments on the Draft Programme Outline for theSecond Meeting of the Internet Governance Forum (IGF) By the People’s Republic of China (16 May 2007) This paper provides the comments of China on the Draft Program Outline (version 30.04.2007) for the Second Meeting of the Internet Governance Forum (IGF), Rio de Janeiro, 12-15 November 2007. China appreciates the fact that this consultation meeting will discuss in an open way the agenda items and the preparations of the second IGF meeting. We are of the view that the second meeting of IGF should be development-oriented and focus on the public policy issues relating to Internet governance in accordance with the mandates of IGF as tasked by the Tunis Phase of World Summit on the Information Society (WSIS). And to ensure that the meeting to be conducted in a transparent and efficient way, full considerations should be given to the factors that the main themes of the second IGF meeting should be closely related to the IGF mandates as defined by Paragraph 72 of Tunis Agenda, and the themes should be established in a open and transparent manner. With this in mind, China would like to suggest the following comments in relation to the main themes and contents of the second IGF meeting. I. Main Themes China agrees that the second IGF meeting should be development oriented as indicated in the Draft Program Outline (version 30.04.2007). We don’t think that the second IGF meeting should copy rigidly the four main themes of Athens Meeting. As we can see from the first open consultation meeting held on 13 February 2007, quite a few countries and some civil organizations pointed out that the Second IGF meeting should discuss the critical Internet resources issues such as the2 DNS root servers and IP Address, as these issues are the core of Internet governance and just because of which that the IGF was founded.
