Playing Chicken: The U.S.-China broiler feet disputeExecutive Summary:On December 8, 2011, the U.S. brought a complaint to the WTO in regard to anti-dumping duties imposed by Beijing on chicken feet imports. The U.S. argues that the 50 to 53% anti-dumping duties and 4 to 30% countervailing duties on U.S. chicken feet imposed in September and August 2010, respectively, is threatening American jobs (/articles/270461u-s-takes-chicken-feet-trade-war.htmSOURCE).Case Status:PendingBackground:The U.S.-China trade in chicken paws (an industry term for chicken feet) began with the discovery of a hitherto unknown synergy between the U.S. and Chinese markets. U.S. producers traditionally regarded chicken feet as a waste product suitable for consumption only insofar as they could be ground into pet food, and worthless as a result. Chicken feet are, however, a central element of Chinese snack cuisine. With greater U.S.-China trade links, U.S. producers moved to create a new revenue stream from previously useless produce via the export of these goods to the PRC.?On September 27, 2009, Chinas Ministry of Commerce (MOFCOM) initiated antidumping and countervailing duty investigations on broiler products, broilers meaning chickens raised specifically for human consumption, from the United States (/about-us/press-office/press-releases/2011/december/protect-american-jobs-united-states-announces-nexSOURCE). In 2010, China imposed a five-year duty of as much as 105.4% on U.S. broiler-chicken products claiming they were sold in China below market price. Countervailing duties were also added in response to a request by Chinese chicken farmers and processors, who claimed the U.S. government was unfairly subsidizing the American poultry industry through low feed prices (/world/asia_pacific/us-china-embroiled-in-trade-spat-over-chicken-feet/2011/12/13/gIQASphjxO_print.htmlSOURCE). These duties were placed as high as 30.3% (/about-us/press-office/press-releases/2011/december/protect-
