Burman * I exploited every opportunity to promote respect for the law and the judiciary . . . the rule of law generally and in particular the judiciary should be respected.1 IntroductIon The rule of law has existed in the United States and before, in the United 2 Kingdom, for nearly 800 years. That concept was enshrined in the Constitution of this country, which devotes a full article, Article III, to the judiciary. While the role and importance of the judiciary was not clarified for some fifteen years, it is now clear: the United States Supreme Court, and only that Court, has the ultimate authority to declare actions of the Congress or the President to be unconstitutio
