信用担保机构可持续经营问题研究 A Study on Sustainable Operation of Credit Guarantee Institutions 刘 永 斌 内 容 摘 要 随着国家中小企业扶持政策的贯彻执行，我国的信用担保机构迅速兴起，并发展成为一个行业。本文从信用担保机构产生的过程、现状及存在的可持续经营问题出发，阐述了信用担保机构可持续经营的内涵、实现条件及可持续经营的能力评价，提出了信用担保机构实现可持续经营的自身战略措施与外部的政策选择、制度安排，并以国内信用担保机构不同的可持续经营模式加以佐证。全文分为五章： 第一章分析了信用担保机构在国内产生的背景、过程、现状以及存在的可持续经营问题。 第二章对信用担保机构可持续经营内涵、条件进行了讨论，信用担保机构的可持续经营可以分为职能意义上、财务意义上和管理意义上的可持续经营三个层次，信用担保机构可持续经营的条件包括：担保要具有可接受度和市场需求，信用担保机构要有商业盈利模式及获得政策扶持。本章还提出了对信用担保机构可持续经营能力的评价框架。 第三章讨论了信用担保机构内部的可持续经营战略措施，信用担保机构必须提高风险管理水平，以构建可持续经营的核心能力；提高担保运行效率，降低成本，以建立可持续经营的运行方式；合理定价，业务创新，以寻求可持续经营的盈利模式。 第四章对信用担保机构可持续经营的政策选择与制度创新进行探讨，政府应当在法律环境、补偿机制、监管体系以及规范自身行为等方面入手，为信用担保机构的可持续经营创造合适的制度与政策环境。 第五章对上海信用担保机构、深圳中小企业信用担保中心、深圳中科智等不同的可持续经营模式进行分析。 通过研究，作者认为：我国的信用担保机构的可持续经营较为脆弱，有其特殊性，值得高度关注，可以借用CAMELS模型对信用担保机构的可持续经营能力进行评价。信用担保机构要实现可持续经营，需要信用担保机构自身合理的战略措施以及政策选择、制度创新做支撑，国内不同模式的信用担保机构的运作初步表明我国的信用担保机构是能够实现可持续经营的目标的。 关键词：信用担保机构；可持续经营；战略措施；政策选择 Abstract As Chinese government carries on the policy to promote the development of Small-Medium Enterprises (SMES), Guarantee Institutions for SMEs are established nationwide and a newly-born industry has come into being. Starting from the analysis of Guarantee Institutions on their establishment, present situation and condition of the sustainable operation, this paper studies the content of operation sustainability, necessary conditions and the access of operation sustainability. It also proposes the strategic measures and external policy-making and system innovations, and evaluates the different modes of sustainable operation by the domestic Guarantee Institutions by a case study. The paper consists of five parts: Chapter One analyses the background, process and present situation of Guarantee Institutions and the problem of sustainable operation in China. Chapter Two discusses the content and conditions of sustainable operation of Guarantee Institutions. The sustainable operation can be viewed in the sense of the function, the finance, and the management of Guarantee
