觀賞水生動物及龜隻疾病監測計劃指引 Guidelines of Ornamental Aquatic Animals and Turtles Disease Surveillance Programme 背景 Background 漁農自然護理署(漁護署)設立觀賞水生動物及龜隻疾病監測計劃，旨於協助業界出 口觀賞水生動物及龜隻到需要官方動物健康證明書的國家。 The Agriculture, Fisheries and Conservation Department (AFCD) has established the Ornamental Aquatic Animal and Turtles Disease Surveillance Programme which aims at assisting traders to export ornamental aquatic animals and turtles to the countries requiring official animal health certificate. 只有符合以下基本設施及管理準則的本地觀賞魚場(只適用於出口觀賞水生動物*) 或持牌動物售賣商(只適用於出口觀賞龜隻進口內地) ，才合資格參與本計劃及向漁 護署提出有關官方動物健康證明書的申請。 Local ornamental fish farms (for ornamental aquatic animals* export only) or licensed animal traders (for ornamental turtles export to the Mainland only) must comply with the following infrastructural and managerial criteria before joining the programme and applying for official animal health certificates from AFCD. 基本要求 General Criteria 1) 建立水生動物及龜隻往來紀錄。現存紀錄必須妥存在魚場或領有動物售賣商牌 照的處所(處所)內以供漁護署職員隨時查閱； Records of the import and export of aquatic animals and turtles should be established and kept on farm or licensed premises (premises) for readily inspection by AFCD officers; 2) 設立日常運作紀錄，確保魚場/處所正常運作，魚場並須備有水生動物疾病簡章 以供員工參考； Daily operation records should be established to ensure proper running of the farms/premises. A brief pamphlet on aquatic animal diseases should also be available to the workers on farms for reference; 3) 漁護署職員會定期巡查參與本計劃的觀賞魚場及處所，負責人須出示有關魚場/ 處所運作及存貨紀錄，以供查閱； AFCD officers will visit the farms and premises from time to time, during which relevant operation and inventory records shall be presented for their inspection; 4) 水生動物及龜隻的存放及死亡紀錄必須妥存於魚場/處所內以供漁護署職員隨 時查閱； Movements and mortality records of aquatic animals and turtles should be kept in the premises and made available
