The consequences of those dangerous and harmful factors are analyzed and then corresponding measures are raised to prevent accident. As a result, the lowest accident rate, least loss and optimal safety investment benefits are come true. The development of the safety evaluation at home and abroad and the purpose and significance to carry out safety evaluation are discussed in the article. The paper chooses Yudong Heavy oil joint station for the target of the evaluation. Firstly the various processes of Yudong Heavy oil joint station are analyzed and described. Through finding information, while according to the principle of identifying risk factors, the risk factors about materiel, equipment, stations existed in the joint are found. According to the risk factors and principles of units divided,Yudong Heavy oil joint station is divided into four units: Tank unit, pipelines unit, the production of auxiliary equipment and the production of auxiliary equipment. Dow,FTA,LEC and Safety checklist method are used for each unit, to analyze the unit in quality and quantity. According to the problems existing in Yudong Heavy oil joint station, the reasonable security measures and contingency plans about materiel, equipment, station are worked out, which provides useful help for safety management of joint station.
